Need to know what a movie is called!?

Sorry, I cant provide much info here! I am thinking of a movie I saw in the late 90's on TV. Here is what I can piece together: There is an evil clown. There is a bad guy with some type of heart monitoring device. If his heart stops, a bunch of nuclear bombs will detonate around the world. There was also a super hero type guy with a magic/powerful suit with a sweet cape. It is driving me crazy and I cant get anything from Google. Thanks!
